Pre-school education, which is the beginning of a lifelong learning, is an important part of the whole national education system. The development of pre-school education seriously affects children’s all-round development and national quality improvement. Since China’s reform and opening up, party committees and governments fully realize the importance of developing pre-school education, and develop pre-school education as an important task to promote the national education system. Pre-school education has achieved rapid development. But overall, pre-school education is still the weak link in the education of all levels, for example, shortage of education resources, the distribution structure unreasonable, the low proportion of public garden, unbalanced development between urban and rural area, and some places kindergarten crunch.In the policy and legal documents of China’s pre-school education, pre-school education with the characteristics of the educational and public welfare, is also a social and public welfare undertakings. The governments play a leading role in the development of pre-school education. However, the problems, for example the lack of government responsibility, low financial investment, education resources distribution inequality, severely restrict the healthy development of the whole national education system. Thus, how to promote the development of pre-school education and solve the outstanding problems is the major task faced by the government. It is advantageous to the maintenance education fair, improve the universality of the pre-school education and public welfare, and to establish pre-school education public service system.In this paper, with the perspective of the government role play, it analyzes the theories of public service and government experience abroad, puts forward suggestions of pre-school education public service system construction. This article consists of four parts. The first part is introduction, mainly about the paper selected topic background and significance, reviews related research both at home and abroad, putting forward the research train of thought and structure. The second part summarizes the related concepts and theoretical analysis, which is the theoretical and practical basis for the research of paper. The third part analyzes the situation of X District of W City, and clears problems and reasons of government role in pre-school education development.The fourth part puts forward the effective ways to strengthen the government leading role, for example, pushing the legal construction,increasing financial investment, countrpoising urban and rural pre-school education, enhancing teachers construction, establishing regulatory mechanisms.
