In the industrial society, accompanied by industrial development, population density increased aggregation, the city have been expanding, urban public infrastructure supply shortage and the declining quality of urban living environment highlights, cause people started to pay attention livable city building. Read this paper in a large number of relevant literature and in-depth field research to obtain information based on urban economics, geography, sustainable development theory to know that the use of quantitative and qualitative, empirical and normative, field research and other means, first of all detailed analysis of the Current Situation livable city of Xi'an, and then based on current situation of urban development in Xi'an, Xi'an to establish a suitable evaluation index system of the livable city. Secondly, the use of artificial neural network building livable city of Xi'an to evaluate the present analysis and principal component analysis on the theoretical significance of the test. Then use the artificial neural network to evaluate the building of the livable city of Xian, through the contrast to the capital city and surrounding country with developed cities, clear the city of Xian livable level of the building in the country's position, and apply the principal component analysis method of testing the theoretical significance on rationality. Second, using the factor analysis method to evolution the Xian nearly 11 years of the development of livable cities, Finally, clear the main problems of the building livable city with Xian.(3)Combing with the building livable city at home and abroad, Xian City Master Plan (2008-2020) of the guiding ideology, proposed the construction of Xian livable city strategy and tactics- adhere to the "four City Face" for the demonstration to guide, highlight the livable city construction; optimize facilities, improve the urban environment; strengthen the urban ecosystem restoration, improve the urban landscape features; to speed up urban industrial layout adjustment, optimize the industrial structure; to raise its comprehensive disaster preparedness capacity and to ensure safety of urban systems.
