Research On Promoting The Economic Growth By Advanced Education Resources In Shaan'xi Province

Economic growth and full employment has not only always been the significant macroeconomic goals for the government, but also the discussion and research focus of the theorists for many years. The promoting effects of education on the economic growth have gradually been confirmed in both the empirical and theoretical aspect. Especially when it developed from the economic society to the knowledge-economical era, more and more attention has been put on the promoting effects of education investment to the economic growth. Education is the most important way to form human capital, while human capital is one of the important factors of economic growth. Shaan'xi Province has abundant resources of advanced education. No matter in the quantity or the quality aspects, Shaan'xi Province owns the leading position in the whole country. However, in the economic aspect, it owns a backward status. Why the abundant education resources did not promote the economic growth of Shaan'xi Province? Why it shows a mismatching situation--strong province in advanced education while weak province in economy--instead? And why "the talented people coming forth in large numbers, while the country did not change at all" for Shaan'xi Province?In the research methods, this paper inherited the economic research methods which combined the normative analysis and empirical analysis together. Meanwhile, it adopts the static analysis and dynamic compare to analyze the relationship between the education investment and economic growth. Base on the ten years'statistical data of thirty provinces nationwide, this paper analyzed the relationship between the education investment and economic growth by quantitative research. It also used the Eviews software, the Granger causality test and the multivariate linear regression methods of Econometrics studied the relationship between education resources and economic growth of Shaan'xi Province.This paper attempts to start from two aspects, the current situation of the education resources utilization and the supply and demand of human capital in Shaan'xi Province, to analysis and find an answer. Based on the introduction of economic growth and human capital theories, this paper analyzed the interaction mechanism of education investment and regional economic growth, and compared the contribution rate of different provinces' education investment on a national scale, then tried to find out the reason of the low utilization rate of education resources in Shaan'xi Province. This paper analyzed the supply and demand of human resources, and discussed the reasons, such as the low level of economic development, the irrational industrial structure, and the matching degree of marketiaiton level and education structure, which caused the unreasonable utilization of education resources. Finally, it raised some policy and suggestions, including the readjustment of industrial structure, promoting employment, improving the education quality and perfecting the education investment system, to help the Shaan'xi Province turn the advanced education resources to the economic growth.
