University courses are the core of university education, which is the basis for teaching activities carried out, and the main way to cultivate talent. In the university personnel training process, the quality of course make influence on the training personnel beyond doubt. The university curriculum policy is a major factor affecting the university course quality, the university curriculum policy lead our country's university personnel training patterns and direction of development.Since reform and opening up, China's higher education reform has achieved considerable progress, people pay more attention to the reform,which is related to in all areas of higher education, especially on university curricula policy, mainly based on two aspects:on the one hand, the correct and reasonable curriculum policy can promote the curriculum theory of prosperity and curriculum reform's success; the other hand, the problems in the university courses, often not because of hardware (material resources), but the fact is that these unreasonable policies. Though the curriculum policy itself can not increase the curriculum resources, but it can influence the direction of curriculum development, speed and efficiency. True and reasonable policy of university courses will be able to promote the positive development of university curricula, and help to achieve the asocial objectives of curriculum reform.University curriculum policy is a new field of study, has its important theoretical meaning and practical value, at present, from an academic point of view of policy-oriented researching university courses so less, and systematic research of China's university curriculum policy papers also less, and its specialized works have not yet. Therefore, this research in the field of education policy has some ground-breaking. This paper systematically collect, collate and analyze 30 years policies of China's university curriculum text since the reform and opening up, and the application of text analysis method to study the main contents of the university course policy, the reasons for influencing policy change, as well as the main features of university courses policy, on the base of summary China's university curriculum policy development and characteristics of the law forward-looking analysis of university courses, and exploring the direction of policy reforms in order to provide some meaningful rational thought for better development of university curriculum policy.
