China's education in the modern times underwent a drastic change, the ones in the curriculum is the core of the whole education reform. Curriculum policy, which regulates the nature of the curriculum, relates the decision of the curriculum, and restricts the curriculum design and implementation, has a significant impact on the entire curriculum reform. Curriculum policy is a group of policy behaviors under the guidance of different values. Different orientation of curriculum policy restricts the people to establish the different objectives of curriculum policy, to adopt different modes of curriculum policy and to determine the different contents of curriculum policy.The making of the curriculum policy is essentially a value-creation activity, it is not the answer to the question "what knowledge is of the most worth," but "Whose knowledge is of the most value ". The reason why knowledge will eventually be selected as a determined course is not the inevitable result and the internal logic of knowledge development, on the contrary, it is the result of the curriculum power.The process of making, the promulgating and the amending as well as implementing curriculum policy is a process of a power distribution, redistribution or re-allocation process. Therefore, the curriculum power will interiorly be the reflection of the stalemate between the political factions, the central and local governments, the state and society; and what powers the state value will present a policy orientation. Because of this, the study to the curriculum power of the curriculum policy will analyze the power relations of the main power in the curriculum behaviors.The core problem of the policy orientation is who, to what degree and scope, can make the decisions and instructions to the establishment and implementation of the curriculum, whose essence is the distribution between curriculum power and interests.Using methods of historical research, literature research and comparative research and the fact of the curriculum policy from the end of Qing Dynasty to the beginning of the Republic of China,This paper will in four parts intensively discuss who is the main power, What their ideas and values are respectively,the opportunity for them to participate in curriculum policy as well as the allocation of curriculum power. Also, this paper will summarize inspiration and reference to the current curriculum reform.Part one:Analyzing the hiding power factors for the curriculum policy in this period. Attempting to indicate the development of the power during this period, by using the modern Chinese and Western culture for clues in order to grasp general trend and the main ideas of the curriculum development.Part 2: Explaining the executive power of the course and revealing the relationship between central and local.Part 3: Analyzing democratic power of the course and revealing the relationship between state and society.Part 4: Focusing on the inspiration which the characteristics of curriculum policy orientation of the general secondary school during the Late Qing and Early Republic brings to today's Curriculum Reform.
