With the development of higher education in China into the popularization stage,the higher education has resulted in the problem of power abuse,the lack of responsibility,the quality decline of education and the difficulty of students' employment.These problems hinder the development of higher education.Higher education stakeholders are eager to improve the current situation of higher education through the form of accountability,in order to meet their own interest needs.The development of foreign higher education accountability system has matured,however,the higher education in China,it has not promulgated a unified system of higher education accountability.In the context of the rule of law,the establishment of higher education accountability system is made into an inevitable trend in China.The higher education accountability system is an accountability system.Through the colleges and universities,administrators and academic administrators in colleges and universities to higher education stakeholders explain the use and benefit of higher education resources.It can solve the conflict between stakeholders in higher education system and solve the asymmetric behavior of power and responsibility to the subject of responsibility.By means of accountability to constrain the problem of power abuse in the higher education,to achieve the purpose of balancing the accountability relationship between the government,the society,the colleges and universities.At the same time,to supervise and urge the subject of responsibility to perform its duties,and to achieve the purpose of improvement itself.It is of great theoretical significance and practical significance to construct the higher education accountability system in China.In this study,the higher education accountability system is the research object in China.On the basis of theoretical analysis,from Burton R.Clark's higher education system “triangular coordination model” to build the“triangle” framework of higher education accountability system in China,inorder to improve the related theory of higher education accountability system in China,and it lays a foundation for the effective implementation of higher education accountability system in China.This study mainly includes the following four parts:First,this part discusses the foundation of the construction of higher education accountability system in China,mainly including the theoretical foundation of constructing the higher education accountability system in China and the “triangle” analytical framework of higher education accountability system.The new public management theory,stakeholder theory and principal-agent theory are theoretical foundation of constructing the higher education accountability system in China,and with Burton R.Clark's higher education system is based on “triangular coordination model”,by comparing the domestic researchers and foreign researchers build the higher education “accountability triangle” to build the “triangle” framework of higher education accountability system in China.Second,this part deeply analyzes the construction of higher education accountability system's logic in China.In this “triangle” framework,the trust and responsibility,external control and internal drive,power and system are three pairs of contradictions.They are clues in this “triangle”framework.This part elaborates the inner link of accountabilities.These accountabilities are government accountability,social accountability and university accountability.This inner link highlighted the system has the core status and the important role in the accountability relationship.Third,this part discusses the construction of higher education accountability system's models in China.The external forms include government dimension,social dimension and university dimension.The government dimension is the administration-oriented government accountability.The social dimension is the supervised social accountability.The university dimension is the service oriented university accountability.The higher education system in China,through the coordinating role of government,society,colleges and universities,the governmentaccountability,social accountability and university accountability are a whole.It's a “trinity” and it becomes the complete higher education accountability system.Fourth,this part discusses the construction approaches of higher education accountability system in China.The government should play its leading role,by developing the higher education accountability system,using education performance accountability methods and improving education accountability institution,they can achieve the management purpose of accountability.The society should strengthen its supervision power,by raising the awareness of social public participation,establishing effective social intermediary organizations and standardizing the content of social assessment report,they can achieve the supervision purpose of accountability.Colleges and universities should enhance their service ability,by creating a harmonious culture atmosphere of accountability,creating an internal evaluation mechanism of colleges and universities,and increasing the information disclosure of colleges and universities,they can achieve the service purpose of accountability.
