When China's basic education develops quickly, the problem of imbalanced development of elementary and secondary schools appears, the existence and development of a batch of weak schools are greatly hindered. Relevant state departments and local governments have issued policies and measures to actively boost balanced development of primary education, and the reform of weak schools has been brought into the agenda of relevant government and education authorities at various levels. In addition, the reform experience of domestic and overseas weak schools also indicates that weak schools are mainly the product of corresponding systems and policies. However, system shortage is still the bottleneck for fundamental reform of weak schools. Thus, in order to solve the problem of reforming weak schools, we have to seek solutions from the evolution of systems and policies, and learn from foreign successful experiences in the reform of weak schools.With educational equilibrium theory, systematic evolution theory, new public management theory, documentation method, comparison method etc, on the basis of analyzing system design of Chinese weak schools and phenomena of system shortage, this article brings forward the necessity and value of reforming Chinese weak elementary and secondary schools, explains the background and basic connotation of American charter school, analyzes charter school system effect and applicability and reference of American charter school system on Chinese weak schools. Based on this, the article brings forward the strategy of reforming Chinese weak elementary and secondary schools:a) strengthen management function of government, realize dominance of the government, straighten the relationship between government, schools and parents etc, and let weak schools have more power in making their own decisions; b) exert the inspiring and restricting functions of contract management; c) carry out management, reform, administration and education according to laws; d) implement delamination responsibility system, make clear their own reforming responsibility of weak schools, strengthen surveillance responsibility of administrative department and guaranteeing responsibility of the government;...
