An Outline of Chinese Education Reform and Development definitely pointed out,"The hope of vitalizing nationality lies in education; the hope of vitalizing education lies in teachers".The Report of The 17th National Congress of the Communist Party of China bring out that we will give high priority to the development of education, and make our country rich in human resources. Basic education meet the majority of citizens, and benefit into thousands of families, playing an overall, fundamental, and vanguard role on improving the Chinese National quality, training all kinds of personnel at all levels, and making our country rich in human resources. In Hebei province, a large number of general and vocational secondary schools (middle and elementary schools) are distributed widely in cities, towns and countryside, which take the role of personnel training and basic education with their each position. Among the numerous (schools) secondary schools, as a result of various factors, some of them are advanced, and demonstrated, and some of them are medium, as well as some of them are beginning and weak, so this situation cause the different levels of educational quality, which is against the whole high quality of large students training. So, how to keep the advance of demonstrating school, improve the medium schools up to the advance, drive the beginning schools to upgrade, is the main task for Hebei province to develop levels in the school construction of basic education.From all mentioned above, this article mostly adopt the methods of summary, interviews, survey and historical documents to do a investigation on the development and condition of Hebei Xinji Secondary School, Hebei Dingzhou Secondary School, Baoding City Zhonghua Road Elementary School, and Shijiazhuang the Thirty-second Secondary School. The purpose is, with a realistic perspective from theory to practice, to do a research on the current educational condition of the different levels in the educational quality of Hebei, to reveal the existing problems, to summarize and introduce advanced experiences, and to bring out the improved imagination according to arrange ideas deeply. This article divides into four parts. The first one is introduction, which includes the submission of the research topic, the purpose and significant of the research, the review of the related research achievement, and the definition of the related conception and research methods. The part two is analysis and introduce demonstrating advanced schools——the method of keeping the top of the current condition and teaching & education of Hebei Xinji Secondary School. From the description of school construction works and analysis the current condition, summarizing and introducing the important experiences and methods in the development of school construction of Hebei Xinji Secondary School, bring suggestions for the advanced demonstrating schools to keep the top and other schools to study. The part three is medium school——the latecomers surpass the formers. Introducing the process of Hebei Dingzhou Secondary School, how to become one of hundred excellent schools in China, which keep the construction of teaching team with high quality as the central task, carry out quality education, take care of teachers, and insist on the independent development plan of schools, provide references and experiences for medium level schools. The part four is the beginning and weak schools——change the status. Introducing the analysis of two cases, Baoding Zhonghua Road Elementary School and Shijiazhuang the Thirty-second Secondary School, which accomplish the status changing successfully, provide ideas and experiences for the development of the beginning and weak schools from low to high. The last part is the inspiration from the construction of secondary and elementary schools. From theory and practice perspective, the analysis of the four model school case provides potential suggestions for secondary and elementary schools at all levels and seek for a new path.
