The 17th party congress report explicitly pointed out:"to solve the problem of agriculture, rural areas and farmers which in relation to build a moderately prosperous society in all aspects, must always are the most important thing of the party's work."The report also said:"In order to increase farmers' income is the core, we demand to cultivate the new farmers that literate, understand the technology and management, and let millions of farmers play the main role in construction of new countryside. But now, the actual incomes of urban and rural residents have a big disparity, and the proportion of farmers' income is faced with great difficulty. Therefore, how to solve the restriction of"bottleneck"problems of increasing farmers'income become the key issues of solve the peasant problem. However, rural education is one of the effective ways of implemented to urbanize and is an important measure of transferring the development of agriculture and rural economic to rely on science and technology and improving peasant quality track.The empirical analysis of relationship of education and farmers'income has based on the purpose of developing rural education and increasing farmers'income, reviewed and referenced correlation theories about relationship of education and farmers'income, comprehensive used research methods of sociology, economics and statistics, took Shanxi Province as empirical research object, and used existing data and material. At the same time, troughed the qualitative and quantitative analysis of 191 households farmers'valid questionnaires in Lvliang city, announced the farmers' income growth of education from the angle of revealing the farmers themselves, and demonstrated the influence degree of farmers'education level and vocational and technical training to farmers' income. On this basis, offered proposals of developing rural education and increasing farmers'income in allusion to problems that existing in rural education and aimed at increasing farmers' income.Research results showed that: (1) there is causality and long-run equilibrium relationship between education and farmers' income. Education as the main ways to improve the human capital that has positive influence on farmers' income, and raise farmers'education level will increase farmers' income. (2) Education has guide effect on career choice of farmers. Education affects farmer's employment decision from two aspects of employment motive and employment ability. The higher education level produces the higher transfer rate on the non-agricultural industries and the stronger different transfer ability and the higher income level; Conversely, the lower education level of farmer bring about more farmers "left-behind" in agriculture, and the family business is relatively single, income is relatively low. (3) The effect of professional technical training is larger than ordinary schools on increasing farmers' income. Income of farmers who received vocational skills training is obviously higher than farmers who hadn't accept vocational training, it reflect that vocational skills training has important significance on increasing farmers' income. It follows that developing rural education and improving farmers'education human capital and making a virtuous cycle between rural education and farmers' income is the fundamental way to improve farmers' income.According to the theoretical analysis and practical research results on rural infrastructure, education and rural vocational education developing problems after detailed analysis, the paper puts forward relevant policy suggestions: (1) to develop the rural basic education, and to enhance the peasants' cultural quality. (2) To develop the rural vocational education, improving farmers' employment and management ability.
