Popularization of higher education has led to an unprecedented development of the scale of higher education in China, but the quality of higher education has not developped in synchrony with the scale, which has been causing much debate in many fields. Quality of higher education is ultimately manifested in the quality of students'development. Therefore, to improve the quality of higher education in China, all activities of colleges and universities must be student-centered development. As the fundamental aspect of management of higher education system, Student Affairs Managemen plays an important role in students'development, which can not be replaced and also is the method of improveing the quality of higher education.In this paper, the introduction describes the research background, significance, existing research results and research methods; second part discriminates the concept s of"student work"and"student affairs management", defines the"Student Affairs Managemen in Chinese Higher Schools Based on Student Development Theory"; third part analyses student development theory and philosophical basis; fourth part finds out the problems existing in student work in China through the current work-related laws and text, management system and operation mechanism, content and professional, then reveals its lack of"Student Development Philosophy"; the last part gives five suggestions about how to found a new system of student affairs management in China that we should implement the guiding role of"student development theory", update management ways and contents, build flat student affairs management operational mechanism, enhance the management of the Student Affairs professional level and combine student affairs management with academic affairs management.
