The great project, the education is a book; The education important matter, the teacher is a book. Marching into the 21st century, the place of the local university teacher is even more prominent in the development function of higher education. How to enhance the local university teachers' work enthusiasm and safeguard them to enjoy the full right to independence in the specialty, already became the university and even the entire social urgent question to solve.Empowering the right to local teachers will not only highlight the dominant position in entire educational process; help to motivate their enthusiasm, fully exploit each teacher's potential to achieve innovation in education,and ultimately promote the rapid development of higher education.The author has investigated the empowerment situation of local university teachers in ten universities of Hebei province,using the research approaches such as literature method, questionnaire and interview. By analyzing the reasons for missing teacher empowerment, the author proposes suggestions consummate the empowerment of local university teachers and promote the development of higher education.This study is divided into four parts. The first part is the summary of local university teachers' empowerment. It defines the concept of local university teachers' empowerment, analyzes the characteristics and point out it's significance. The second part introduces current situation of local university teachers' empowerment. After surveying ten universities and colleges in Hebei province, we can know the the actual state and problems in the local university teachers' empowerment. The third part is about reasons that cause the mising of teachers' empowerment in local universities. On the basic of the questionnaire survey and the literature ,the authur analyzes the reasons from three dimensions: National system, school administration and teachers themselves.The last part talks about the countermeasures of the local university teachers' empowerment. On the foundation of the third partial reason analysis, it gives suggestions to consummate the empowerment of local university from the country legal regime, the school administration and teacher own three aspects . First, the nation as the guarantor of the local university teachers' empowerment, should consummate the related legal framework and expand the autonomy of local colleges and universities moderately. As the main pusher of teachers' empowerment, universities should establish the human-based education management system, construct the freedom,autonomy, cooperation cultural atmosphere of the campus and full display the function of professional organizations. Finally, the local university teachers are the key to achieving empowerment. Teachers should raise the awarenes of empowerment, focus on their professional development and establish the correct values.In the end, country, the universities and the teachers can really form a trinity of force, so that teachers can truly"have the safeguard","have the opportunity"and"have the capability"to use their own professional authority to make the professional competence better play.
