A Study On The Financial Management Of Private Elementary Education

Private elementary education has played an important role in the basic education since the early 1990s.Production of private education has its specific historical conditions:First, the development of private education can be a partial solution to the problem of inadequate funding for education, to break the pattern of the national long-running sweep. Second, the demand for sex selection spawned the development of private education. Again, the development of private education is public education needs of internal management reform. As Friedman said, the public sector to introduce market mechanisms to stimulate the public sector that is running the public schools competition. Finally, the development of private education has become a problem to solve enrollment of migrant children is one important way. However, in recent 20 years, many factors affect the survival and development of Private Education in China, such as the weak foundation of private education, management, Policy incomplete and so on. Funding has become crucial among the many factors of restricting the development of private school.The so-called financial management is about the capital raising, investment and allocation management. Financial Management is targeted cash (or money) in circulation and turnover. Its work includes raising funds management, capital management and financial recovery and distribution management. It is important that this paper referred to the financial management is different from the general sense of financial management, which not only refers to the management of existing funds, including raising funds for the management and distribution management. Because of particularity and complexity in the field of financial management, meanwhile possessing some traits of enterprise-style management, the level of the private schools management and intendance play the key roles to survival and development of private schools in the fierce education-market competition.In this study, the author through working in P District, Shanghai Education Bureau, and access to files and other research tools to identify the core issues of this study and its logical form. On this basis, it uses questionnaires, interviews and other forms around the"Financial Management of Private Schools". I prepared three volume of paper questionnaire for teachers, parents and students. A total of 1150 questionnaires were issued, of which 535 questionnaires are for teachers,240 ones are for parents and 375 ones are for students. I search the number of private school students, student funding, teacher mobility and other related files about private school in Shanghai; at the same time, I access to the financial statements about private school, including annual income and expenditure statements, statements and other routine expenses, a total of 50 copies. Based on the need of research, I interviewed, including related executive leaders, private school administrators, and private school operators.This paper from the Microscopic point of view, based on the Investigation and Research of Private schools in P District, Shanghai.It will truly describe the existing problems of the fund raising management, capital management and financial recovery and distribution management, analyses on sustainable development of private elementary education in accordance with the documents obtained, and bring forward relative insight in the hope of referential value for relevant persons engaged in management, research, and practice. This study is divided into four parts:to begin with, it principally states the researching background, meaning and status in both circles of theorists and educationists. The second part analyses disadvantages existed in private schools'financial management based on capital collection, capital use and distribution combined with practical examples. In the third part, this paper analyzes on the problems existing in the financial management of Shanghai private schools. The forth part is to put forward countermeasures to improve. By emphasizing the point of operation, she puts forward several concrete measures for Shanghai private elementary education, giving decision-making reference to managerial department of education administration, on how to advance in the sustainable development in health.
