Research On Interests Expression Mechanism Of China Rural Vulnerable Groups In Transition Period

Rural vulnerable groups are special population in China's transition period. Rural vulnerable groups own rural household registration, living at the bottom of the rural areas or at the edge of the city. Not only are rural vulnerable groups living in poverty, but also they are associated with low social status, lack of political influence and social competence. As the process of economic transition is speeding up in China, the differentiation and conflict among different social classes have gradually intensified; the wishes and requirements of interest's expression of rural vulnerable groups are also very strong. However, because of the lack of total ness of the" efficiency first" development strategies and the absence of fairness of "the dual structure of urban and rural" areas in transition period, the interests expression mechanism of rural vulnerable groups is still blocked, non-institutionalized expression of interest is still more common.Based on the background of China's transition period, the paper presents a theory of social stratification, conflict theory and the theory of relative deprivation, starting with defining the concept of the rural vulnerable groups and interest expression mechanisms, and it focuses on the relationship between the China's transition and the interests expression mechanism of rural vulnerable groups. From the both subject and object of interests expression, the paper analyzes the rural vulnerable groups interests expression mechanism's un-smooth performance and why. The paper also focuses on analysis of the formation mechanism of the non-institutionalized interest expression, and it points out that the un-smooth of the interests expression mechanism is the root cause of the interest expression of uninstitutionalization. If the smooth and effective interests express mechanism of rural vulnerable groups can't be built successfully, to a certain extent, it will jeopardize social stability and harmony.The article includes problems of the interests express mechanism of rural vulnerable groups in current China, and infers that it should be regarded fair and harmonious as perspective, take system construction as a core, take peasant organizations and political democracy as measures to construct the smooth and effective interests express mechanism of rural vulnerable groups. In addition, the effect of interests expression relies on the expression ability of expressed subject, and the interests expression of rural vulnerable groups also need the help of the power of mass media and legal protection.
