The Study Of Interest Expression Mechanism Of Various Groups In Social Transition Period

After the reform and open policy have been administered more than 20 years, the living standards of Chinese people have been markedly improved, but simultaneously our society's interest relations have also been tremendously changed. The polarization of groups is being intensified unceasingly, presenting the multiple interest main body, and gradually became apparent as a result of the differences in interest. Various groups are eager to transmitted their demands of the interests to the government and the society in order to safeguard and realize their own interest, which has brought the populace interest expression and political participation enthusiasm surging upward. Meantime, this social phenomenon also has attracted the attention of government authorities and become a hot spot and difficulty of research in public administration, politics and sociology. This article focuses on the problem of the construction of interest expression mechanism and take the insufficiency of the current interest expression mechanism in our country and the demand of the most urgent wish's expression of various groups as breakthrough point in order to explore how to build a perfect interest expression mechanism, satisfying interest of various groups by the greatest degree, thus society's harmonious development can be realized.This article closely grasps our country's realistic national condition, uses analysis method in which the theoretical analysis and the authentic proof investigation are unified, and takes the polarization and group interest expression as the thread to analyze the current social various groups different interest demand and build the perfect interest expression mechanism.The first part of this article defines the theoretical concept of interest group on the basis of studying domestic and foreign research, and lays a theory foundation of further elucidation of the reason and present condition of our country interest group polarization, through the analysis and discussion of Chinese and foreign correlation theories (social class analytic method, three dimensional-one body hierarchical pattern, interest group theory and analysis method and so on).In the second part, the introduction of market economy , transformation of political system , value orientation factors and so on has urged our country interest group's polarization and reorganization in the transition period. Based on the introduction to present condition of the domestic interest groups the article takes the organization of the resources, the economical resources and the cultural resources as the standard of the groups division to divide eight various groups: social superintendent group, worker group, intellectual group, commercial and service industry laborers group, privately business owner group, self-employed laborers group, farmer group and unemployment, semi-unemployed group.This problem of interest expression has already been studied in some western country since the 1960s, and the third part discusses the American political scientist Gabriel·A·Almond and David·Easton's research theory of interest expression which provides the theory model for the construction of the interest expression mechanism of our country, and points out the importance and necessity of perfecting interest expression mechanism.Through the authentic proof investigation and literature research, this article has illuminated the reason why the populace interest expression and the political participation enthusiasm of our country upraise warmly in the transition period, and the eight kinds of groups listed above make up the rich group, middle class group, the ordinary community and the lower orders community. The article analyses their most urgent interest demand of politics, economy and culture, thus finds the insufficiency and problem of current interest expression mechanism of our country.The fifth part was based on a lot of analysis, proofs and our country's realistic condition and proposes the concept of a perfect interest expression mechanism: take the government as leader, through institution construction, to define the channel and procedure of interest expression, set a criterion of behavior, harmonize those behavior of the government, the organization and various groups in the interest expression process, then construct a perfect interest expression mechanism which closely connect government, society and citizen.Under the perfect interest expression mechanism, various groups demand expression can be fully satisfied, and society's harmonious development can be realized finally.The author pointed out that because of the restrictions of the political, economical and other kinds of social condition, the construction of a perfect interest expression mechanism of our country will be a long-term process. It needs common participation and efforts of all aspects.
