Statistics is a science. It has been recognized as a powerful weapon for understanding the society and an important tool for monitoring and managing the national economic and social development. Seeking to serve the socialist economic construction and social development, statistical work in China exerts great efforts in data collection and statistical analysis related to the national social and economic development. In the past six decades, the statistical work has made substantive contributions to the state development.During the implementation of reforms and opening up policy as well as socialist market economic system, great changes have taken place in China. For example, with the rapid development of social productive forces, China's overall strength has been significantly enhanced and people's living standards are markedly improved. More importantly, China's international status and international influences have been further uplifted. Nevertheless, the changes brought by the reform of economic systems have made every walk of life confront a number of reforms and innovations. To implement the concept of scientific development is to use historical materialism, dialectical materialism and the scientific point of view of development to solve problems occurring during the development. Therefore, while following the traditional regulations and methods in the statistical work as well as traditional system of organizations and administrations, the statistical work at present also faces reforms and innovations, i.e. how to create a new statistical system that is accommodated to the changes due to the transition from the planned economic system to the socialist market economic system.This study, first, reviewed the achievement of statistical work in China from the perspectives of historical development, institutional changes, and functions of statistics in social development. Secondly, the paper explored the problems existing in the current statistical work due to its unadaptiveness in the changes of economic systems. These problems involved the perceptions of statistics, systems and approaches, statistics in government and business. Aiming at solving these issues, the paper explained a newly proposed system named "Statistics in the Subdivisions" and discussed its innovativeness and necessity. Meanwhile, the feasibility of statistical meta-data construction and standardization of statistical operations were further examined. Finally, the article pointed out the basic requirements and guidelines for the statistical work as well as the importance of implementing the "Statistics Law" to strengthen the legal construction of statistical work.
