Independent College has been a vital force in Chinese higher education. However, it shows during more than ten years that there exist so many problems in tuition, diplomas, teacher team, undergraduate quality , management systems and market competition as to further rationalize the system and management. According to the relevant provisions "independent college setting and management measures" issued by the Ministry of Education ,the most of current Independent Colleges run by universities can not be called private in nature, and have to be completely separated from the universities next five years (2008 onwards).The primary issue and the key issue of Independent Colleges privatization are property rights.Chapter 1 Introduction1.1 Problems providedThere are 22 independent colleges in Zhe Jiang Province,and most of them must be separated from university next five years. However, the experience of independent colleges privatization and theoretical research are both little. We believe that university'domination and controlment in property rights of independent colleges ensure and safeguard the continuous and healthy development of the Independent colleges.1.2 Current Study abroadResearches about independent colleges'property rights basicly are beyond theoretical discusstions, and did not propose concrete solutions. In particular, there are no in-depth researches in the independent colleges privatization process of University and the implementation of property right.Chapter 2, the background and property rights of Independent colleges in Zhejiang Province,2.1 the background and current situation of independent collegesAfter the Third National Education Conference in 1999, the provinces of China, especially Jiangsu, Zhejiang and other developed regions have tried to establish a mechanism of education privation as a new attempt mode, and rapidly spread across the country to be the effective strength of higher education. Until April 14, 2009,there were 318 independent colleges, and 186.6 million students, 53.4% of all in school,and undergraduate students , 88.7% of total number in higher education.2.2 Development of independent college in Zhejiang province,April 22, 1999, Zhejiang People's Government after careful study, approved that Science and Technology college of Ningbo University was established under the decision of Zhejiang education office and Ningbo Municipal People's Government by the Western Campus land, buildings of Ningbo University and other assets replacement. in August the same year,total eight independent colleges within zhejiang industry university were authorized. At the end of 2002,there were 22 independenet colleges in zhejiang province.2.3 Property Rights Belonging of Independent Colleges in ZhejiangExcept City College of Zhejiang University, Ningbo Institute of Technology of Zhejiang University, Zhejiang college of Tongji University and Zhejiang college of Shanghai Finance University,the remaining 18 independent colleges have single property rights, need to introduce social capital to be privated. The 18 independent colleges are to be studied in the paper.Chapter 3, Property Control of University: Inevitable Choice of Independent Colleges3.1 Property, property control, property control of the universityProperty mainly refers to economic relations between owners and objects. Property control is defined that the property owner has advantages in property ownership, possession, government right, usage right (or management rights), income right and disposition right. Property control of the university is defined that the University have a leading position in property ownership, possession, government right, usage right, income right and disposition right, and has a majority in corporate governance structure.3.2 Characteristics and Advantages of Universities'Property Control of Independent Colleges ofFirst, help to improve the quality of personnel training of Independent Colleges. Second, help to protect the public education welfare of Independent Colleges. Third, help to safeguard the interests of the investor community. Fourth, help to increase the value of state-owned assets and prevent loss of state assets. Fifth, help to alleviate the risk of independent colleges. Sixth, help to implement the educational principles and policies and maintain the order of Private Higher Education. 3.3 Feasibility Analysis of University Property ControlFirst, the education department support universities'property control. Second, the university , community investment and education authority have common interests. Finally, the independent colleges asset management, and assessing accounting method are feasibleChapter 4, Basic way to university property control and policy recommendations4.1 Basic approachFirst, the ownership of the universities must be dominant. Second, universities must have the majority of seats in the corporate governance structure4.2 Policy RecommendationsFirst, to strengthen the system construction. Second, the reform of investment in education system, and implement of multiple input patterns. Third, strengthen the process of privatization of university faculty management. Fourth, to strengthen teaching quality monitoring after the privatization .
