A Study On The Difficulties And Countermeasures Of The Transformation Of Independent Colleges In Shaanxi Province

As an important part of private education in China,independent college is also an important driving force for the transformation and development of higher education.At present,the independent college as a whole is facing the problem of structural transformation,that is,from the extension development to the connotation development.In the process of development,independent college exists these problems,such as lack of teachers,unclear ownership of property rights,lack of funds,imperfect internal governance and so on.To promote the development of independent colleges,it can be seen that the state has issued relevant policies to promote itstransition.Besides,some independent colleges have successfully undergone the transition across the country under the influence of relevant policies,in whichtwo of the 11 independent colleges in Shanxi have completed the publicity of the transition on the website of the Ministry of Education on March 12,2020.However,most colleges and universities still hold a wait-and-see attitude,which have not even started the transition.In terms of transition,it is related to the survival of the school.While many independent colleges dare not to make the transition in the case of unclear prospects and immature conditions.At the same time,there are still problems such as the game of different stakeholders and the lack of transition policiesin the process of independent college transition,which affect the smooth transition of independent college.In this paper,it attempts to provide reference for the transition and future development of independent colleges in Shanxi Province by studying the problems and influencing factors in the process of transition.In this paper,it selects 11 independent colleges in Shanxi Province as the research object.Firstly,it expounds the background and significance of independent college transition,which systematically combs the research literature and policy texts about independent college transition at home and abroad,defines the relevant concepts such as independent college transition,so as to lay a theoretical basis and policy basis for in-depth exploration of independent college transition.Then,it selects 11 independent colleges in Shanxi Province as the research objects.In addition,it expounds the necessity of independent college transition from internal and external aspects respectively,which alsolearns from the experience of independent college transition in Northeast China with high ratio of transition.On the other hand,it analyzes the dilemma faced by different stakeholders in the process of independent college transition in Shanxi Province.Finally,it puts forward countermeasures to solve the dilemma,such as clarifying property rights,strengthening the guidance of the government,giving full play to the advantages of market interaction,coordinating the demands of different stakeholders,and coordinating the principal-agent relationship.Since the birth of independent college for more than 20 years,the government and society have been exploring a better way to make the independent college more standardized and have better development.In terms of transition,it is one of the ways.To make the independent college develop better,it still needs the joint efforts of all parties.
