Teacher professionalism is a hot issue in teacher education and in teacher professional development. To realize teacher professionalism, a comprehensive insurance system, including teacher education accreditation system and teachers' qualification accreditation and reaccredidation system, is needed. Since Teacher Certification System (TCS) is a key ring, the paper studies on the TCS in the United States, reviewing its formulation and its historical development and, on this basis, analyzing the implementation and reform of the existing TCS in the U.S.A., namely, the Traditional Teacher certification (TTC), the Alternative Teacher certification (ATC) and the National Board Teacher Certification (NBTC) respectively, and finally, according to the knowledge of the TCS in the U.S.A. and in China, making suggestions on the perfection of China's Teacher Certification System(TCS).
