The emergence of the network not only changed our modes of production and way of life, made our life more convenient and faster, but also provided a new way for education, particularly in education for the disabled. According to the second national sample survey of persons with disabilities, there are about 82.96 million disabled, accounting for 6.34% of. the total population, of which there are 12.33 million visually disabled people, accounting for 14.86% of the total population of persons with disabilities. Compared with the ordinary people, the blind education has a lot of problems, which is still far behind the former, the blind level of education is generally not high, the enrollment rate is still relatively low, and employment is also more difficult. In addition to the visual restrictions and single approach to learning, the reason was mainly due to the relatively high cost of education for the blind and lack of qualified teachers.The 20th century 60 years, advent of the Internet not only had a tremendous impact on education, but also brought new hope for improving the education for the blind. The network has good capabilities to interchange information, share resource and communicate with each other between different people from different place to address the mobility of the blind and the blind forces of education, and provide a good learning tools and environment. It not only broke through the constraints of time, so that the blind can be educated more safely and convenient at home, and provides rich information resources to meet the learning needs of the blind sufficiently. In addition, the emergence of the network is a new approach and educational philosophy for the education for the blind.So, how to make the blind network education? Besides the necessary psychological counseling, also need to provide special network for the blind study platform-blind barrier-free learning website. In recent years China has great development in barrier-free career, the laws, regulations and the technical standards are gradually improved and perfected. So-called barrier-free environment refers to a person in the main activity and behavior is not restricted and interference, the environment can refer to the physical environment (such as urban public facilities), it can also mean the virtual environment (such as network environment).The Barrier-free website is the website with accessibility, namely the website features disabled by anybody at any place to visit the. site in any way. Of course this is an ideal condition; the purpose is to let more people to visit the website. Blind barrier-free learning website should have such characteristics, besides, still need to have the special design for the blind, for example speech synthesis and control of shortcuts and so on.In order to fulfill this concept, the author analysis the characteristics of the online education and the blind, taking into account the technical requirements for barrier-free web design, designed and implemented e-learning for the blind study sites, so that blind people can also study through the network like normal people. The design of the site is mainly in accordance with our accessibility standards, design techniques, in order to meet the needs of the blind study, the author designed and implemented site-To-Speech and fast control functions, blind learners can be easily to operate, browse the web, and listen to educational content on the page just by pressing shortcut keys on the site. This is why it is different from other accessible study sites; it can facilitate the blind study, so that more blind people to be educated, which will ultimately improve the educational status of blind people. In particular, this study mainly consists of the following components:The first chapter describes the blind to learn website design background and significance, analysis of its research status, and papers of the research content, implementation plans, and specific research methods are described; Chapter II shows the blind learning sites and other related concepts, and explain the role and function of the site; Chapter III discussed the basis of design of the site in detail, including the theoretical basis, technical basis and practical basis, etc.;Chapterâ…£analyze the site for the blind according to the previous web site design, including learn needs and goals to be achieved, then design the site structure, interaction, navigation, and voice according to the need; Chapter V develop learning web system for the blind according to the first two chapters of the design; Chapter VI test the study site, including machine testing and human evaluation, and then evaluated it based on the test to improve its functionality. Chapter VII summary the proposed development of online education for blind people's recommendations, and forecast its possible development trends and direction.
