Universal Design is a concept to promote the spirit of equality, development from the concept of the barrier free design, is the compassionate concept of a society for disadvantaged groups. Universal Design concept applies to the field of architecture design, environmental design, product design, interaction design, it complements itself only common characteristic of people lack respect for ergonomics. The fundamental purpose of universal design is to enable products to be more applicable to a wider range of people. Implicit learning is emphasized by a people get the information unknowingly way, students can learn to enhance the autonomy of behavior through the use of implicit learning model to improve the stability of the knowledge of memory and significantly reduce burden of learning.Blind groups in today’s society is still in a weak, blind people in daily learning, work and life experience more than the sighted in terms of difficulty. With the development of technology, there has been an increasing number of products based on modern technology to provide assistance to people of various problems encountered in everyday life, when the emergence of the smart touch screen mobile phone in time to deal with matters of discerning, place, and manner with more on the realization possible. However, due to physical defects blind population, most products are not to be used by blind people. Currently on the market more than the existence of primitive technological lag and look for blind users on the products involved, it is difficult to meet the needs of the user community.English primary and secondary education has been a problem ever discussion on the development of education, because English is a foreign language, some students fail to consciously perform tedious and prone to fall into a state in extracurricular English learning process. In the field of education scholars have been part of quite a number of these issues to explore.In response to these conditions, based on a common understanding of the design and analysis of implicit learning model, we propose the concept of universal mobile English learning application, aimed at improving primary and secondary students through the application of enthusiasm in the after-school English learning process and achieve while meeting the physical and psychological needs of discerning students and blind students. For users to get fast, efficient and fun experience in extracurricular English learning process.The issue first by collecting the relevant data and information on the current English learning situations students conduct research and analysis, and for blind users Guangzhou blind school teachers and students in-depth research, users learning English process that exists key issues. Obtained by the method of user research user needs and build a user model, and thus the system has been applied to the concept of integration, interactive way, constitute functional, interactive process. Finally design the prototype of the application system.
