Through literature review and analysis, we found that education researchers, school leaders and teachers had not realized the importance of teacher management behavior. And they didn't know how to evaluate teacher management behavior effectively either. Considering that, the purpose of this study aims to clarify the concept and contents of teachers management behavior system in primary and secondary school,and also to construct a index system to evaluate teacher management behavior. Taking management theory as researcher's visual angle, the teacher management behavior system can be divided into 5 aspects, including the management of people, the management of time, the management of information, the management of material and the management of space. Literature review, questionnaire investigation,factor analysis and matrix paired method are applied in the studying process to illustrate the elements of teacher management behavior system, and to construct the teacher management behavior evaluation index system.This paper mainly focuses on the screening of teacher management evaluation indicators and the caculation of indicators'weights.For this reason,the questionnaire to evaluate teacher management behavior was constructed. At first the quesionnair was tested large-scale twice.Then we applied SPSS 16.0 data process software to execute the effective testing datas.After that,38 proper items were screened out by means of item analysis and factor analysis. Based on these indicators, a questionnaire to obtain the weights of each indicator was developed. Through the questionnarie survey, we got the information of the subjectives'opinions about the relative importance of each indicator. And then we got the indicators'weights using matrix paired method. Finally, the index system to evaluate teacher management behavior was constructed. The conclusions are as follows:1.The connotation of teacher management behavior:Teachers who are regarded as the main body of management regulate, improve and optimize their management behavior according to the demands of school organization or themselves-development.From the perspective of management theory, the teacher management behavior system can be divided into 5 aspects, including the management of people, the management of time, the management of information, the management of material and the management of space.So teachers management behavior means teachers utilize the above management elements reasonably so as to achieve teaching aims and self-development.2.The indicators and their weights of the teacher management behavior evaluation index system:Through the questionnaire survey and data analysis, we screened 38 items as observation points of indicators.And the whole index system comprises 3 levels, with 5 indicators in level one,12 indicators in level two and 30 indicators in level three. After that, we use matrix paired method to calculate the weights of indicators.The weights of 5 indicators in level one are as follows, the management of people(39%), the management of time(24%), the management of information(16%), the management of material(15%)and the management of space(6%).The weight for each indicator is allocated, and the teacher management behavior evaluation index system is completed as well. In the end, some implications for the system practice and future research are suggested according to the findings of this study.
