Higher education has experienced the process of free pay to cost sharing by government, enterprises, college students and their family. Nowadays, Higher Education Tuition Policy has been a general and practical public policy in the world. However,in recent years,charging for higher education is increasingly becoming one of the greatest issues concerned by the Government ant the public. There are many reasons, among which the most important one is the cost of higher education which is considered as a standard and an important basis of charging policy. This research take the urban and rural students in the university of Yunnan province as the starting point, analysis the actual burden of tuition and fees for the urban and rural students and its effect on their different attitudes towards them, in order to provide some piece of advice to promote more equal opportunities for higher of education of the urban and rural students.This article consists of six parts. Chapter one introduces the purpose and significance of the study, and the research on the Higher Education Cost Sharing at home and abroad. Chapter two defines the concepts of the cost of higher education, higher cost-sharing and human resource , Also introduced a number of cost-sharing associated with the theory of Higher Education. The third chapter describes the evolution of higher education cost-sharing process. Chapter four through a questionnaire survey of six universities in 271 students of statistics and analysis of feedback in Yunnan province , analysis the effect of the Higher Education Cost Sharing on the urban-rural student willingness to pay and the payment ability , and on this basis, the cost-sharing and the crowding-out effect brought about by the substitution effect is analyzed. Chapter five is the comparative analysis of the cost-sharing in higher education abroad experience. Chapter six is a cost-sharing mechanism of higher education to improve the views put forward four advices: Strengthen the College Cost Management, establish the enterprises for higher cost-sharing mechanisms, establishment of localization of higher education cost-sharing mechanisms and establish and improve the state-funded system and attendance system.
