Since the PRC came into being, the rural governance roughly experienced three periods: the communal regime period (1949-1958), the people's commune period (1958-1983) and the township regime & villagers' self-government (1983 - present). In the third period, the reason for the uncoordinated relations between township regime and villagers' self-government lies in the tension between the executive power and the autonomy. How to deal with the relationship between the state administration and the villagers' self-government comes to be a serious structural challenge that China's modernization process has to face to. But the democratization and the administrative trends are not always antagonistic. The rural governance should be carried out with the national macroeconomic reforms, seize the reality structure of township and village relations, and do both of state-township and society-village to adjust their relationship together. The precondition is to rebuild the grass-root governing structure. Perfecting the villagers' self-government and rationalizing its operating mechanisms are the cores. Promoting the integration of both functions is an important means. The township and village's relationship adaptation is a double coordination process of the township regime and the villagers' self-government.
