The Research On Comprehensive Evaluation Of Changsha-Zhuzhou-Xiangtan "Resource-Saving And Environment-Friendly Society"

Since the Changsha-Zhuzhou-Xiangtan "Resource-Saving and Environment-Friendly Society" has been officially approved, it has taken shape after more than two years exploration and development. And its process and result of the construction has become the focus of the society. Therefore, monitoring and evaluating the process and result accurately and scientifically which not only provides the government with basis for decision making, but also provides enterprises with the standard of producing and assessment, has become a hot issue.This paper firstly reviews the primary achievements of the domestic and foreign relation's development between man and nature as well as the main results of construction of the "Resource-Saving and Environment-Friendly Society", dividing them into two aspects for detailed exposition:the "Resource-Saving and Environment-Friendly Society" construction theory and the "Resource-Saving and Environment-Friendly Society" comprehensive evaluation. Then the main ideas and disadvantages of the researches are summarized and reviewed for providing this paper with a reference and direction. Secondly, this artical explains the theoretical basis and the meaning of the "Resource-Saving and Environment-Friendly Society" in theory, and combines them with Changsha-Zhuzhou-Xiangtan's situation to build the evaluation index system of Changsha-Zhuzhou-Xiangtan "Resource-Saving and Environment-Friendly society". Thirdly, weighting 5 first-level indicators with subjective weighting method—Delphi Method and 31 second-level indicators with objective weighting method—Coefficient of Variation Method, then get the final weights by multiply the two weighting results. The forth step, this artical applys Composite-Index Method in Changsha-Zhuzhou-Xiangtan "Resource-Saving and Environment-Friendly Society" for empirical analysis, and it monitors and evaluates the "Resource-Saving and Environment-Friendly Society" construction result of three citys and city-group in static and dynamic ways, and compares the difference of before and after the reform district has been approved. At last, according to the result of empirical analysis, Recommendations which related to the 5 first-level indicators, including economic growth, social development, resource saving, environmental protection and science and technology development, are given for Changsha-Zhuzhou-Xiangtan "Resource-Saving and Environment-Friendly Society".
