Research On The Innovation Mechanism Of Budgeting Management

With the rapid development of university education and the continuous rise of national economic system and education reform, Shanxi University's financial environment has undergone great changes. Especially since the "15th" Party, the scales of university has been rapidly expanding, so the problems that school resource is constraint and educational funding is short are very critical. Therefore it is the urgent need to establish the system of budget management which adapts their development situation for Shanxi major universities, so as to strengthen the budget management of university funds and improve efficiency of fund use.Firstly, on the basic of theory that is university financial budget management, this text used standard research methods to analyze problems which are management of Universities in the budget. Respectively It budget recommendations and countermeasures from the five parts of budget management system, which are setting the budget organization, budget preparation, budget execution and budget evaluation Feedback. Secondly, it carried out empirical research which Combined with the basic situation of Shanxi C University, and made Budgetary of revenue and expenditure of the C University and Constructed a more scientific, more completed system of budget management using the method proposed in this paper .The system which including the performance appraisal system on Application of AHP and a risk warning system are according to the situation of the C University budget and financial environment. so as to confirm the validity of this study.This text is a tentative study that is a budget management system in Shanxi University for new situation, which can provide some valuable ideas and policy advice for budget management system reform of the Shanxi College. It has some theoretical and practical value.
