Most combined institutes shoulder the important mission to train high-level people wit h professional skill for the local and to create knowledge and teehnique, while the teachers are the main strength to run an institute. Therefore, the key to running a combined institute well is to build a branch of faculty with adequate quantity, reasonable strueture, fine quality and creative spirit. The problem on the construction of faculty in combined institute has been seriously taken and jointly inquired into by edueational circles and academie circles. so far some achievements in research have been acquired, but there are still many praetical.problems to cope with. In this paper, based on moderm edueational theory,soeiological theory, management theory and the policy and law about higher edueation in ourcountry, using literature study and differentiation, and taking Eastern liaoning university for example, the major problems and reasons existing now in the faculty of combined institutes, such as inadequate quantity, unreasonable strueture, low quality, unstable staff, are analyzed, and according to this, several strategies are offered to strengthen the construction of faculty in combined institutes. Systematology, seientific concept of development, catfish effect and symbiosis theory are offered to be used in the constuction of faculty in combined institutes. In order to create a new situation in the construction of faeulty in combined institutes,conceptions are constantly renewed, the structure is optimizated, the mechanism is transformed, and the systems are improved.
