This essay starts with the concept and characteristics of cyber culture, analyzing its various functions, also discusses its influence on the university students'values and their way of living and of thinking. This study is intended to build a healthy and benign cyber cultural environment on the campus.In the cyber culture, the ideological and political education of college students faces challenges in these following aspects:firstly, the US-led Western countries, vigorously promote their political ideology on the internet with their technical and economic advantages, making an adverse impact on the world view and values of college students. Secondly, ideological and political education workers should not only involve in the network on ideology and ideas, but also in technology and abilities. Thirdly, the breadth non-controllability of internet content makes the college students have no time to digest network information. Thus, they shoehorned the network information into their mind. For them, this is a burden. Last but not least, the traditional educational methods could not be adapted to the current situation.Cyber culture has provided unprecedented opportunities for the ideological and political education of college students:first, it has transcended the time and space boundaries of old ideological and political education. Second, it enriches the content of ideological and political education. Third, it creates the methods of ideological and political education. Fourth, it achieves the socialization of ideological and political education. Fifth, it is helpful to alleviate psychological pressure on the students and master the knowledge of mental health. Finally, it helps to stimulate the curiosity of college students and enhance their self-confidence.This paper is going to construct a positive and healthy cyber culture environment on campus from the following aspects:Firstly, strengthen the education on ideological and moral of university students. We mainly focus on self-discipline education, to guide students to learn self-management and self-education. We would love to promote the inner self-discipline of students, supplemented with external legal constraints, and guide students to consciously assume the social responsibility as an eligible citizen, to be a civilized network man. Secondly, build the team of ideological and political education on network. We must have dedicated teachers on ideological and political education, and we have to increase their capacities of using network. We make a combination of the ideological and political education and network, to improve their information sensitivity and enhance their abilities to identify information. So they could freely carry out the on-line ideological and political education work. Experts and scholars based teachers to guide students in online learning, question and answer, meanwhile, teachers are also need to maintain and manage the computer network.Thirdly, the construction and management of campus network system. Network as a carrier of culture, itself is generally not directly create a culture, and only when it is integrated with other physical culture to form a unique cultural phenomenon. We should take network as the carrier, combined network with the student's educational management activities, and with the traditional campus cultural activities and with the party-building mission and the students psychological consultation, to carry out the task of establishing a number of high-quality ideological and political education web sites, and effectively manage and use, to advance the ideological and political education. Our goal is building the right social environment under the network cultural background. This is a long and difficult process that requires the concerted efforts from all sectors of society. This is just a beginning! Of course, we should pay attention to real-world environment while building a network culture. Even the advantages of ideological and political education are clear, there is no substitute for the real world of ideological and political education, it could just be an extension and complement of real ideological and political education.We based on the research done by GAO Xiao-Zhong, Ding Guilan, Xia Hongkui and other scholars, making a more comprehensive and in-depth analysis in the culture of network features, functions, and the implications on the ecological and political work in colleges, providing a more specific measures and suggestions to build a healthy cyber culture. For example, it stresses students to take advantage of the most commonly used modern communication tools like Fetion and QQ, to understand the students'thinking and motivation, it enhances work efficiency by the use of mass texting. While its hidden personal communications capabilities is better to understand the students's ideas and motivation, is helpful for the ideological and political education work.
