Since the mid-1990s, Internet, as a rapidly developing media, has been becoming animportant global information resource. The influence of the Internet has penetrated into allfields of the society. When it comes to the sensitivity and attention to new things andinnovative knowledge, college students always walk in the forefront of age. Besides that,college students are shouldering the historical mission of revitalizing China. Cyber culture, anew kind of culture on the carrier of the Internet has penetrated into the college campus andrapidly integrated with the campus culture, which finally grows into a new culturestyle—Campus Cyber Culture. The campus network has grown into an important channel forstudents’ knowledge learning, information transmitting, thought expressing and emotioncommunicating. Furthermore, it also plays a key role in advanced culture broadcasting andhigh skill talents cultivation.However, the rapid development of Internet has severely shocked the management of theideological and political education in campus and has brought great challenge to the contentof the ideological and political education in campus. The new forms of Internet educationenvironment on one hand have done great help in broadening students’ horizon, promotingtheir studies and enriching their knowledge. On the other hand it has also brought side effectto students’ value orientation, morality, and the mode of their behaviors. We the collegegovernors should clearly recognize that what we need to do is to carefully study thecharacteristic of Internet culture and the law of its development. Furthermore we should alsomake full use of the ideological and political education under the guidance of democracy,stability, pertinence and timeliness. That is of great theoretical and practical significance inthe improvement and promotion of college ideological and political education under the newenvironment as well as the cultivation of qualified socialist constructors and reliablesuccessors.This passage is based on the questionnaires to college students and the interviews topersonnel, administrators as well as professional teachers specialized in ideological andpolitical education. It has also combined with the latest central spirit on strengthening thedevelopment of Internet culture and some advices on how to enhance the quality of collegeideological and political education among college students. The advices are as follows:1.To improve the comprehensive quality (including the ideological and political quality and thescientific and cultural quality) of ideological and political personnel and change theeducational concept of them.2. To enhance the cyber culture quality of college students(including the cultivation of the healthy and noble network morality) and promote thestudents’ ability on Internet using, as well as to strengthen and improve the law education onstudents.3. To improve the development and management of cyber culture (including theenrichment of cyber culture resources, the enhancement of the guidance and monitoring ofcyber culture information, purification of network environment as well as the enhancement ofthe contingent construction).These “Three Ideas” which based on the goal of enhancing andpromoting the ideological and political education to college students as well as improving thequality of talents cultivation have proposed its own ideas about how to enhance the quality ofideological and political personnel under the environment of cyber culture, how to improvecyber culture quality of college students, and how to promote the cyber culture managementin the view of the main body of the ideological and political education (the instructor andinstructed).
