In 1999, in order to implement the educational policy in an all-round way, advance the reform of basic education in a more effective manner, and advocate students to develop in a healthy way, the Central Committee of the Communist Party of China has issued the State Council of Central Committee of the Communist Party of China's Decision on Deepening the Educational Reform and Advancing Quality-oriented Education in an all-round Way, saying clearly:"Carry out the guideline of'healthy first', improve students physique and health level conscientiously. Pay attention to help students establish their creativity and practicality, establish the foundation for student's comprehensive development and lifetime development." It has reflected the developing direction of basic educational reform, which is under the foundation of enhancing students'healthy standard, we should take the all-round development of students as a goal to improve students' integration capability, so that all the knowledge they learn and all the ability they have can be beneficial to student for a life-long time. In 2001, under implementing the guide ideology of quality-oriented education, Ministry of Education of the People's Republic of China drew up the new curriculum standard for full-time compulsory education of ordinary senior middle school (7-12 grades) in sports and the health (Experimental Manuscript). It emphasizes on respecting the teachers and students to select the content of courses; paying attention to the variety appraisal in teaching: making courses more helpful for students to stimulate motivation, cultivate a good habit to insist on physical training, and establish their courage and firm will qualities; promoting students to develop healthily and harmoniously in body, psychology and social adaptive capacity, thus resulting in enhancing the whole national's health level. No matter in terms of teachers or from the viewpoint of students, the new curriculum standard gives both of them more choices to some extent. Meanwhile, it emphasizes exercise habit and non-rational cultivation such as student's will, quality, emotion morals, etc. It also requires to take the all-round development of students as centre, enhance students'all "the body, the heart, and the group development" in a healthy way.From the above mentioned two files, we can obtain that the education of our country is being changed from the exam-oriented education into quality-oriented education, teaching is being changed from knowledge-centre into students-centre, and sports course is being changed from dominant course as the core into regarding dominant course and recessive course of sports as equal important. The new curriculum standard strengthens the attention to recessive course of sports, emphasizes to develop students' overall qualities and pass our outstanding sports cultures on, and requests that while teaching, we should take students as the main body, and the teacher as the leader. It also increases the humane concern to students, and improves the sports recessive curriculum status. Therefore sports course can get the fondness of students, and be well accepted by teachers. However, through the educational reform and the implementation of the new curriculum standard these years, in the actual sports curriculum, has it had great changes or improvement? And how is recessive course of sports going on. Embarking from content of recessive course of sports, I carried on some questionnaire investigation to some middle school in Changchun city urban area about the current situations on recessive course of sports. Then I collected all the statistics, and analyzed the relevant data to find out the present situation of Changchun city urban middle school sports recessive course. Meanwhile, I compared the implementation situations between the key middle schools, ordinary middle schools, junior middle schools and senior middle schools to get a deeper understanding on the implementation situations. Last, by combining the needs of the basic educational reform and the practical conditions of the urban middle school of Changchun city, I put forward some reasonable suggestions, hopefully it can provide the theory reference for the leaders and teachers of Changchun city middle school, and promote the sports curriculum educational reform and development in Changchun.
