Problems And Countermeasures Of New Campus Construction In A College

In recent years, as the in-depth reform of economic, scientific and technological, and educational system, tertiary education develops very fast. By 2008, the gross entrance rate of tertiary education had reached 23.3 percent, and the number of tertiary student totaled 29,070,000, which is four times as big as that of 1998. But behind the rapid development of tertiary education, the contradiction between the rapidly increasing number of students enrolled and the shortage of land and school buildings appears. This protruding contradiction has been the bottleneck that restricts the development of colleges and universities. In order to solve this problem as soon as possible, government apartments of all levels, education department in charge, and colleges and universities react actively. On the basis of efficiently seeking old campus'educational resources, they begin to build new campus in city's fringes. Then suddenly, an upsurge in construction of new campus and university town, which have been the synonymy of higher education in a certain period of time, is lifted. However, because the construction period of new campus is short, many projects start hastily with government intervention, and there are some problems in project's assessment, feasibility research, management, and financial support. These problems are emerging now and are threatening the follow-up development of tertiary education, so they must be solved. This paper is a research about the problems existing in new campus' construction and solutions, and the main content is as follows:1, This paper expounds the background and necessity of constructing new campus, and presents the plan, aim, and the present conditions of the original project.2, Using organization theory, optimization theory in engineering, and the theory of evaluating economic benefits, also combining the current national law and regulation in construction, this paper gives a systematic analysis of the major problems existing in new campus'construction.3, According to the existing problems and the actual situation of the college, the organizational structure of project's management is redesigned. It also clears the labor division, and does some adjustment, demonstrations and studies about construction plan according to state's relevant rules. It optimizes the engineering design of the core building:the teaching and lab building. On condition that the function is not changed, the price is lowered as much as possible. The procedure and method in dealing with dispute issues in the past construction process are fixed. The fund raising program, which is necessary in follow-up project and initial program's total investment, is proposed.At last, this paper discusses the underlying problems that will appear after the large-scale construction of new campuses begins, and presents some suggestions, which has reference and practical significance for new campus'construction and relevant projects'management.
