Research On The Behavior Of NGO Paticipate The Public Crisis Recovery Management

At present, China is at a critical period which is facing the transition of economics and the restructuring of society, the high frequency of all kinds of crises, and the government is facing enormous challenges in their daily management, in specially, the occurrence of public crises is a greater challenge to the government, so, we carry out crisis management research for the occurrence, prevention and recovery of the crisis for improving the ability of crisis management, which has become a very important subject in the development of the socialism.Crisis management is complex system engineering, and its life cycle, including these four phases of Reduction, Readiness, Response and Recovery. The crisis recovery management is at the last part of the whole public crisis management, but it plays an important role in the whole crisis management system, and the crisis recovery management is both an end of a crisis phase and could be a start of another phase of the crisis.If the rehabilitation and reconstruction in crisis management can be handled properly, we can reduce the occurrence of crisis, and then can prevent another crisis from occurring, and can turn "dangerous" to "chance". Government is on the dominant position in the recovery management because of its resources and power factors, while the Non-governmental organizations with their non-profit, voluntary, professional,etc. which should also be able to fully participate in crisis recovery to play its role.This paper is divided into five parts, the first part if for the definition of the concept for public crisis management, crisis recovery management, and non-governmental organizations, etc.The second part is for the expatiation on the relevant content that non-governmental organizations involved in crisis recovery management. First analyzing the non-governmental organizations involved in crisis management, by market failure and theoretical of civil society; next, expressing its function, advantage, and participation means in the crisis recovery.The third part sums up the relevant experience in crisis recovery management of the foreign non-governmental organizations participating in the recovery management. Objectively speaking, said that a high degree of cooperation mechanism between the government and non-governmental organizations, subjective, said that foreign non-governmental organization's own highly developed, the external environment point of view is to improve the protection of the laws and regulations to these experiences for the country's non-governmental organizations involved in crisis recovery to provide a reference.The fourth section, to find out problems met by our non-governmental organizations in the crisis recovery, analyzing the reasons for these problems.The last part is for:when we reference to the successful experience of foreign non-governmental organizations',we should base on China's national conditions, and propose solutions to the difficult non-governmental organizations involved in response, which including strengthening its own cultural development, improve their own quality, increasing social credibility, improve relevant laws and regulations, protecting and regulating non-governmental organizations, government pro-active cooperation with non-governmental, widening the channels of participation and so on, aimed to increasing the cooperation between the Government and non-governmental, and improving the participation in a crisis recovery.
