Frequent crisis management has inevitably become a major challenge in social life in a context of times of unpredictable international situation and deepening domestic reforms. As provider of public services and manager of public affairs, the government will inevitably play a dominant role in public crisis management. But just a few government emergency departments and professional strength are not enough, there must also be the participation of social forces and support to successfully meet the challenges of public crisis. As important organizational entities in civil society, non-government organizations can also play an important role in dealing with the public crisis. In many countries non-government organizations play an active role in public crisis management as participants, and become an increasingly dynamic force. This article put the focus of crisis management to non-governmental organizations,researching the mode that Chinese non-governmental organizations participate in public crisis management and the ways to make it available. It is an effective way to perfect present emergency response mechanisms and improve the capacity of public crisis management.China is in a critical period of economic and social transition, according to the general law of world development process, China corresponds precisely the'non-stable state'stage. Therefore, how to give full play to the role of non-government organizations has become important issue to be resolved in China's crisis management. China must based on the current situation, construct the long-term mechanism for public crisis management through three aspects: civic and cultural building, government promotion, capacity strengthen of non-government organizations, and ultimately improve public crisis management capabilities of non-government organizations and give full play to its role in crisis management.
