In the field of image coding, one of the goals is to pursue higher performance and lower complexity. Many mathematical methods has been introduced into this field, in which wavelet transform has been proved to be an effective means. The EBCOT (Embedded Block Coding with Optimized Truncation) algorithm based on wavelet transform has been the up to date international standard JPEG2000. The hardware implementation of it also plays a key role in the applications of the image coding. Based on analyzing the results of the software implementation and the complexity of different wavelet transform, the integer-integer lifting wavelet transform is adopted. And a fast algorithm suitable for hardware implementation for T2 encoder in JPEG2000 is presented in this paper, based on the elaborate analysis of rate distortion optimization scheme and code stream organization, and its architecture project of hardware design is shown in detail. By reducing the calculational complexity of the rate-distortion slope estimate and simplifying the design of optimized truncation and Tag Tree encode in code stream organization, the difficulty and the resource of hardware implementation for T2 encoder is reduced, and the parallelizability of the JPEG2000 hardware system is enhanced. The experimental results show that the final code stream is accorded with the standard format of JPEG2000 and quality loss of images is little. The system has been implemented on FPGA.
