Along with the development of society, culture become not only theimportant source of national cohesion and creativity，but also the importantfactor of the competition of comprehensive national power. Culture is a softpower and the positive effect of culture acting on the state is very obvious aridimportant. In the advancement of science and technology and the globalizationprocess, the cultural industry which become growth point of the world economyis the sunny industry with the rapidest development in twenty-ifrst Cenlury. Atthe same time, the cultural industry has bccomc the carrier of promotingdevelopment and prosperity of the cultural. It plays a strategic and dominantrole in the national economy.On the one hand, the development of culturalindustry can enrich people’s cultural life; on the other hand, it is the ncccssaryroute to improving the cultural soft strength.The cultural industry as an emerging industry develops fast in ourcountry, and its industrial value added develops fast,er than GDPs，and has ahuge potential for development. The development of China’s cultural industryhas shown a clear east west high low phenomenon, as China’s ShanghaiCity, first-tier cities, economy is irch in resources, the development of culturalindustry in the forefront. This paper selects Shanghai city cultural industry asthe research object, trying to provide some suggestions for the betterdevelopment of the cultural industry in Shanghai Cily, and to provide somereference for the development of other city cultiirc industry.The paper combs related theories about culture industry and industry agglomcration theory about the domestic and foreign, in detail elaborated the Shanghai culture and the formation of industrial agglomeration, the currcnt situation and existing problems. The factor effect on the development of cultural industry isanalyzed, to determine the index factor of cultural industry cluster effect and feasible. Shanghai city cultural industry cluster of the main dynamic factor demandconditions, cultural resources, cultural industry conditions are obtained by princ?ipal component analysis, and promote the relevant industry support，and local governmcnts in the root and cultural and creative mechanism is not very clear. Fi nally put forward the corresponding development countermeasures of Shanghai cultural and creative industries.
