After World War Ⅱ, there is a "culture prosperity" in many areas of the world, which has a significant effect on almost every field of culture and art. That is why many arts regard "Post World War Ⅱ’as a watershed. In this paper, I try to make a general analysis of the social background and cultural thoughts in Japan. After having a study on the social situation of Post World War Ⅱ, I have tried to study the development of photography during that time. I have read a lot from the works and biographys of three photographers. From their works, we see the war have given Japan a great effect and realize the reason they were able to create such works. Their pictures show us Japanese public’fear and confusion, even the artists’ mental state when they were taking these pictures. Based on these, it is concluded that culture and photography influence on each other and photography is an art form to reveal social and cultural state, therefore photographers are encouraged to create arts in such a cultural background.
