From the perspective of history of political system, this paper is the summary about the postal system problems and the measures taken by the government in the early period of the Qing Dynasty.As the three main groups in the postal system, the Qing government, the local managers and the users had different behavior way according to their different positions. The Qing government tried to use the postal delivery system to consolidate the regime. the local managers embezzled money in the postal system, the users tried to broke through the limit in the postal system.This paper focuses on two aspects:First, combing the problems in the postal system, and divided them into three categories:1, To the local managers as the center, they embezzled money in the postal system.2, To the uses as the center, they tried to broke through the limit in the postal system.3, To Unexpected events as the center, When there is an emergency, post status will change immediately,but the Qing government did not timely adjustment of station resources, which leads to a series of problems.Second, The Qing government is committed to the postal system efficiency and security, Face the problems in the poatal system, the Qing government took a series of measures, which can be summarized into the following two categories:1, To formulate corresponding policies to solve the problem. The policies of "GuanDang" and "caipijichong" solved the financial problems of the postal system and restored the normal order of local postal system.2, Adjust the postal system. In order to improve the efficiency, the Qing government adjusted the postal system, Including merged diyunsuo, dismissed local managers, adjust the paper deliverying route. Merging diyunsuo to post saved the postal resources. After dismissed local managers, the post station was placed under the magistrate management, and the Qing government strengthened of the post management. To adjust the transmission line was in order to shorten the journey, and speed up the transfer speed. Proved by the GIS technique, transmission line after adjustment basically is the shortest, hinder the minimum route.Overall, the Qing government quickly rectify the relay the financial situation of postal system through the policy of "GuanDang" and "caipijichong" Although the "guan dang" policy is weak, but made a clear distinction between officials and people. People get rid of the post taxes from system, while the official requisition in the behavior of people, then became illegal, while officials told the people ask for money become illegal. Combining the policy of "caipijichong" and officials, the Qing government redistributed money smoothly. In the process of carrying out the two policies, the Qing government combined the new regulations with responsibility system, once again stressed officials behavior at the post station, and gradually restored order of postal system. In addition, the Qing government streamlined the postal delivery system, including cutting the diyunsuo, dismissing the local managers, it’s a great progress in the development of postal history. However, when facing the official boycott, some measures of the Qing court will fail.
