The Yellow River is well-known for its rich silts, bank burst, and course changes throughout the history. Since the management conducted by Jin-Fu during Kangxi years in Qing Dynasty, the River had been in peace for hundred years until the late Qianlong years when the Tongwaxiang burst happened. That was the last natural course changes of the river in the history. Since then, the Yellow river, crossing Henan province, turned to flow though the southern part of Zhili province and rushed across Shandong, emptying to the Bo Sea. This new watercourse greatly changed the geographical condition of areas along the river, and divided the involved county into two parts, making the administration there more difficult. Therefore, the administrative district of the county had to be adjusted. However, as pepople’s interests differ due to their varied social statues, the grassroots, the local government and the central government brought forward different adjustment programs. Meanwhile, the subordinate districts carried forward the adjustment in an inconsistent way. The real situation was quite complex. This article is devoted to discovering the administrations of those districts before the adjustment based on the files, the local gazetteers, and ancient maps. The author chooses such six counties as Kaocheng, Dongming, Changyuan, Puyang and so on as its research subject, not only because all of them would undergo the adjustment, but also because they were all located at the border between Hebei, Henan and Shandong provinces, a particular geographic location that made the adjustment more complex. It can be seen clearly that the whole process of the adjustment was made under the influence of the physical geography and the social environment. To elaborate his ideas, the author will discuss the following related factors such as the political and military factors in different periods since the middle-Qing Dynasty.
