Study On The Evaluation Of Rural Human Settlement Environment In Shandong Province

Rural residents’ production and living is based on rural human settlements. In 2014, the State Council issued "Guidance on improving rural human settlements" clearly the rural guiding ideology, basic principles, key tasks of human settlement before 2020. In recent years, with the rapid economic development, China’s socialist new rural construction made positive progress, rural production method and life style has changed, and the rural living conditions gradually has improved. But as a whole, China’s overall level of rural human settlements is still not high, in living conditions, and there is a large gap between the current situation and the object of comprehensive well-off society in terms of public facilities and environmental health and other aspects. Therefore, to further improve rural human settlements has become the top priority of the new rural construction.This paper intends to describe the background of rural human settlements, and the purpose and significance as its beginning. Systematic analysis of the relevant rural human settlements Concept, research and practice at home and abroad, on the basis of learning from research results on the survey-based data, combined with the actual situation of 17 cities in Shandong Province, the author constructs includs 16 indicators in terms of public services, environment, social and economic aspects of Shandong rural human settlements evaluation system; by use of principal component analysis study of rural people human settlements in 17 cities in Shandong Province, the author divides rural Shandong Province human settlements into superior grade, good level, fair and poor grade four development areas, and analyzes the advantages factors and constraints of each development area; and then evaluates different types, rural human settlements of Shandong Province, summarizes how different location, different terrain and different sizes influences rural human settlements. Finally, the author Puts forward feasible Suggestions to improve the rural human settlements in shandong province which aims at the current situation and problems appeared in the development of rural human settlement.According to the research results, the author divided the rural human settlements of Shandong Province:the best rural settlement are city Qingdao, Weihai, gifted class human settlements development areas; Yantai, Jinan, Zibo, Weifang four cities follow them in principal component score, are good-class human settlements development areas; Dongying, Rizhao, Tai’an, Binzhou, Jining, Linyi, Liaocheng seven cities scored lower than the provincial average, are general human settlements development areas; Zaozhuang, Laiwu, Dezhou, Heze, get the lowest the principle component score, are poor human settlements development area. On the spatial distribution of 17 cities in Shandong Province, rural human settlement in cities located in the eastern and central part of Shandong Province are relatively good while the cities in the western and southern part still have a lot to improve. When making different types of rural human settlements evaluation, in terms of villages of different locations rural human settlements in Peninsula is significantly better than the western area of Shandong Province,rural settlement in villages near the city of the human settlements is better than the village far from the city; in terms of different terrain village, rural human settlement declines from good to poor in plain villages, hills villages, mountain villages; in terms of different scale village, rural human settlement declines from good to poor are medium-sized village, large village and small village. Thus, according to the characteristics of different types of villages, the author suggests the strategy to improve rural people human settlements of Shandong Province.
