Mandarin fever is springing up all over the world, and the international Chinese teaching is developing swiftly in the global. The number of Chinese learners, according to the statistics throughout the globe, has reached 100 million. At the same time, the age diversity of learns appears, as more and more countries have begun to attach importance to Chinese and Chinese characters teaching from the primary school, or even preschool period. However, in the face of the rapid development of international Chinese learning, problems arose, especially in overseas Chinese teaching, such as being short of good qualified teachers, teaching resources not being able to meet the personalized needs of teaching and learning, and also the inflexibility of learning place and time.At present, the mobile learning is becoming an important and effective auxiliary means of learning in education, especially in the field of international Chinese teaching. Chinese mobile learning mainly insists of the application of mobile platforms, procedures and their resources. International Chinese teaching is gradually paying attention to some resources, such as Chinese characters teaching resources of the App, offered under the circumstance of mobile learning. Chinese characters teaching resources of the App can solve these urgent problems mentioned above to some extent. Although there are many advantages of Chinese characters App resources, there are few experts and scholars making a through study of it at present, and even less discussion over Chinese teaching of overseas children and utilization of Chinese character teaching resources APP.The author of this paper makes a thorough survey of the APP resources in the current markets, and meanwhile taking advantage of foreign language teaching practice abroad--teaches zero-based pupils of Grade Three Chinese characters in the United States (totally five months,100 classes/times in all,60 class hours), during which time she uses five Chinese characters App resources suitable for the young learners to assist teaching Chinese characters, and have further analyzed the advantages and disadvantages of these Chinese characters App teaching resources and their feasibility in teaching as well. On this basis, the author has made interviews with Chinese and foreign language teachers, and carried out questionnaire survey among American schoolchildren, hence obtained a more comprehensive understanding of the Chinese character learning of overseas children, and Chinese character APP resources as well. Finally the author presents her proposals and thinking on teaching overseas children Chinese characters as well as exploration and construction of overseas App resources.The author USES literature research, questionnaire, interview, experiment research, field observation, content analysis, log to describe and some other approaches to develop this essay, hoping, through her overseas teaching practice and research, to enrich the concepts of Chinese characters teaching practice in overseas class and to improve exploration and construction of overseas Chinese characters teaching App resources, expecting to make her slight contributions to overseas Chinese teaching.
