With the rapid development of information technology, our country has entered a new era of media. New media as a new thing, in the process of cultural soft power of ascension has both positive effect, also have a negative impact, and thus to the new media era under the background of this article explores how to improve the problem of cultural soft power. This article discusses the concept of new media and cultural soft power, development situation and the relevant relations, based on the positive role and negative influence of new media tools in this paper, and probes into the causes of problems and deficiencies profound analysis, finally puts forward principles and measures of improvement, new media era in order to promote cultural soft power of the countermeasures put forward.Specifically, the paper includes the following four sections:Part Ⅰ,introduction. Mainly stated purpose and significance of topic selection, and sums up the research situation on this subject at home and abroad.Part Ⅱ, new media and cultural soft power. This part includes three sections, namely the overview description of the new media, cultural soft power and the correlation between the two. First is an overview of new media, this paper expounds the concept of new media and the present situation of the development of China’s new media. The second is the general overview of the cultural soft power, this paper introduces the concept of cultural soft power, importance and contemporary development present situation in China. Finally, the relationship between new media and cultural soft power are discussed:on the one hand, new media is the important platform to promote cultural soft power; On the other hand, to promote cultural soft power is the important aims of the new media. In general, the second part is the full text research.Part Ⅲ,the new media of cultural soft power in promoting positive performance, problem and reason analysis. This part includes three sections, namely, new media of cultural soft power in promoting positive performance, new media in promoting cultural soft power problems and deficiencies, and new media in promoting the analysis of the causes of problems of cultural soft power. The new media as a new tool of cultural transmission, cultural soft power in the process of ascension has both positive and negative side. After on, the essay discusses the positive role of new media, and analyzes the problems existing in the new media in promoting cultural soft power and deficiency, and carried on the thorough analysis of the reason. The content of the new media countermeasures of how to enhance the soft power of culture provides the beneficial reference.Part Ⅳ,under the background of new media promotion countermeasures of cultural soft power. This part consists of two large plate, namely under the background of new media promote cultural soft power principle, under the background of new media to promote the concrete measures of cultural soft power. In terms of principle, consists of three sections, namely the dialectical principle, guiding principle and the support principle. In terms of specific measures, consists of four sections, namely a new operation of cultural industry; Promoting cultural soft power to create a good environment for governance; To strengthen the financial support of new media and cultural development; Fully enhance the international influence of Chinese culture.
