Yunnan Tong Zheng Quan Shu is a book about the copper policy in Yunnan. It was compiled by Wang Chang, the governor of Yunnan, in the 53th year of the Emperor Qianlong reign. There are eight parts in this book, including Chou Ke Shou Mai, Chang Di, Jing Tong, Qian Fa, Cai Mai, Chang Qian, Kao Cheng, Zhi Yu. Through these parts, it records the development of the then copper policy in Yunnan systematically and in detail. As the first book about the copper policy in Yunnan, it reflects the prosperous situation and the relevant management system of the copper industry in Yunnan timely. So it is the primitive literature to study the copper industry of Yunnan in Qing Dynasty. At the same time, because its style and content were inherited by the after political book, such as Yunnan Tong Zhi and Tong Zheng Bian Lan, it has very important value when we are to collate and research the literature about the copper policy of Yunnan in Qing Dynasty. At present, the academic study of Wang Chang mostly are concentrated on his achievements in poetry, epigraphy and codification, and Yunnan Tong Zheng Quan Shu seems to have been forgotten. So the research and collation on this book can make up for the weaknesses of these studies, and help to get a comprehensive understanding of Wang Chang and his writings.But the book was lost during the Daoguang and Guangxu periods, and now is scattered in other books of copper policy. So it is necessary to collate it.The study about Yunnan Tong Zheng Quan Shu is relatively weak. In the existing research results, most are based on Yunnan Tong Zhi Gao to give a bibliographic introduction. The key project, the collation of Wang Chang’s Chun Rong TangJi, set up by the Ministry of Education in 2007. And Zheng Xu Yunnan Bei Zheng Zhi Jing Xuan Dian Jiao, edited by Li Chunlong in 2000. Though both of them involve to the punctuation and collation to this book partly, there haven’t formed a complete edition yet. In a word, the collation of Yunnan Tong Zheng Quan Shu has begun, but there is much space at the same time.Based on Fang Guoyu’s summary in Yunnan Shi Liao Mu Lu Gai Shuo, this article made further research on Yunnan Tong Zheng Quan Shu. It explaned Wang Chang’s activities and writings in Yunnan, and the writing process, content, value, spread and loss of this book. The content of this article is from Chun Rong Tang Ji, Hu Bu Gu Zhu Ze Li, Yunnan Tong Zhi Gao, Dion Nan Kuang Chang Tu Lue, and it covers the explanatory notes and Chang Di, Jing Tong, Qian Fa, Cai Mai, Kao Cheng, Zhi Yu. I did punctuationws, collation and comments on the text. Through these work, I hope to form a relatively completed edition, so the important information can be preserved better, and to benefit the further studies.
