An Analysis Of British Network Security Governance

With the rapid development of information technology, the Internet has become animportant factor for social development. The internet is not only connected with people’sdaily lives, but also carries a variety of important information systems of the governmentand enterprises. Cybersecurity is inextricably linked with national security, causing greatconcern around the world. The British government attaches great importance to thecybersecurity, published two national cybersecurity strategy successively in2009and2011,not only pay attention to the cyberspace’s defence capability, but also pay much attention tothe maintenance of goverment, corporate and personal information safety in cyber age.This paper aims to introduce and analyze the British cybersecurity governance, and itsadvanced experiences and features, as the enlightenment to China’s cybersecuritygovernance. This paper is mainly using the method of content analysis on the cybersecuritygovernance related contents which includes literature analysis about the cybersecuritygovernance, cyber security strategy documents on UK website, and Chinese scholars’research on UK cybersecurity governance.About the contents of the article, this paper mainly includes five parts: the first partintroduces the Britain’s view about the importance of cybersecurity; the second part is theanalysis of the legal system development about the UK cybersecurity governance; the thirdpart is the analysis of the institutional framework development about the UK cybersecuritygovernance; the fourth part is the analysis of the national system development about theUK cybersecurity governance; the fifth part is the analysis of UK’s internationalcooperation moves on the cybersecurity governance; the sixth part summarizes theexperience of UK cybersecurity governance which China can draw from.Internet is at a stage of rapid development in China, the cybersecurity has become animportant issue that can not be missed, the advanced experience in the cybersecuritygovernance needs to be learned from foreign countries. Through the study of thecybersecurity governance, this paper provides references for China cybersecuritygovernance. The successful experiences in the UK include publishing nationalcybersecurity strategy, improving organizational structure and relevant laws and regulations,increasing cybersecurity research investment, focusing on training cybersecurity personneland etc.
