Research On The Improvement Of The Security Management System Of Guangzhou Government Network

At present,with the continuous expansion of the information network,the acceleration of the global information process,and the increasing number of network security incidents,network security has gradually become a security strategic issue affecting the political,economic,social,military and other aspects of countries.Since the eighteen Congress sweep down irresistibly from a commanding height of Comrade Xi Jinping as the general secretary,the Party Central Committee has set up a series of development plans and strategic plans for the development of the national network trust industry.Guangzhou’s network and information technology development is ushering in new opportunities and new challenges.Since 2001,after 19 years of development,the network and information construction in Guangzhou has basically achieved "resource integration,sharing of message and collaboration of business",and the construction of government network security governance system has realized the full coverage from network platform,Internet export to cloud platform,database and terminal.However,it is not difficult to find out from the actual work that the situation of Guangzhou’s government network security is still very serious,and there are still big problems in the government network security governance system in the aspects of policy and regulation improvement,organization and management innovation,human resource reserve,technical protection construction,etc.The main causes of the problems are lack of safety awareness,weak operation of policies and regulations,imperfect horizontal coordination mechanism of various departments,insufficient attention of talent echelon,and insufficient defense capability of technical system.In view of the existing problems,this paper takes Guangzhou government network security governance system as the research object,from the perspective of public management,combined with government governance theory,collaborative governance theory,network security and its governance theory,and through field visits and data access,considers that it is possible to improve governance standards and regulatory system,optimize organizational management system,and strengthen network security awareness Starting from training and promoting the construction of talent echelon and strengthening the technical guarantee system of public service,we will improve the administrative network security management system of Guangzhou,promote the development of Guangzhou’s network security,and consolidate the cornerstone of building a strong city through network.
