Civil aviation has seen an great development since the end of the Second World Warwith the establishment of ICAO and IATA and the treatment of the ChicagoConvention. As a result, air transport has become the main way of internationalcommunication, international transit is an important way of international air travel,with the international transit passenger transport volume continues to increase, manycountries in order to simplify the international passenger transit procedures, improvethe efficiency of international transit, facilitation of international travel, simulate thedevelopment of domestic air transport industry and the establishment of theinternational transit area at the airport. However, from the beginning of the birth, theinternational transit area as a new thing, their legal status has not clearly defined, theinternational transit area in the simplifying passenger travel procedures, improvetraffic efficiency, promote international exchanges, to promote the development ofdomestic air transport industry at the same time, because of their fuzzy legal status,raises a number of questions. From the international transit area of ambiguous legalstatus, the author was trying to explore international transit area exactly, and thenthrough the research of our country and International Airport Transit immigrationmanagement system, hope to learn from other countries experience and lessons in theestablishment of the international transit area process, for similar problems andperfecting international transfer of entry and relating exit management system toprovide useful suggestions. The author compared the existing transit system of Franceand Russia which country hold that the international zone to the system of China andU.S. which have no particular international zone. The author then deepening the studyon China’s international transit rules on exit and entry management system. Theauthor believed that there are two principles that the current exit and entrymanagement system is based on, which are the principle of state sovereignty and theprinciple of convenient transit. The two principles are on the dialectical unityrelationship in which the principle of state sovereignty is the base and the principle ofconvenient transit is the aim which influenced each other.
