Airport Comprehensive Bonded Zone Management Model

Around-the-airport Free Trade Zone is a separated zone near the airport established by the national government with certain financial objective through special economic policies and measures. It's a combination of port and zone within the national border while outside the national Customs territory, geographically separated and closed, enjoying high liberty and preferential policies. As China is gaining momentum integrating with the global economy, the Around-the-airport Free Trade Zone has become the evolution direction of Customs Special Control Areas. Being under the unfavorable government administration system for a long period of time, which has a negative impact on the integration and innovation of our Customs Special Control Areas, leads to a huge gap between them and those mature free trade zones in the rest of the world in terms of practical operation. In this context, the research on innovation of government administration on Around-the-airport Free Trade Zone is greatly meaningful both theoretically and practically.The paper analyzes and summarizes the common features of those mature Free Trade Zone governance structure on the basis of introduction of their successful operation experience using methodologies such as case study and comparative research and takes into consideration the problems we face in governing of the Around-the-airport Customs Special Control Zone, taking the Shanghai Pudong Airport Comprehensive Bonded Zone as an example, discusses and presents the idea of the reform and adjustment of government's function and governance structure on Customs Special Control Area.Through analysis and research, the paper believes that governance innovation of Around-the-airport Free Trade Zone shall mainly aiming at promoting trade and investment facilitation, adhere to the principal of limited, authorized, regulated, efficient, equitable, innovative, systematic and international governing thus to offer a convenient and ordered environment for intro-zone business operations by formulating laws and regulations, improving administrative system, and policy innovation as well, building the Around-the-airport Free Trade Zone as the regional economic growth engine and a real new platform for system innovation.
