At the beginning of the twentieth century, faced with the dilemma at home andabroad, the government of the Late Qing Dynasty decided to follow the western tobecome a constitutional monarchy. The primary task of preliminary constitutionalitywas to set up the House and convoke the Parliament. However, both Chambers couldnot be established at the moment, as a transitional institution of the Congress, theAdvisory Parliament emerged. The regulation of Advisory Parliament stipulated thatthe Advisory Parliament had some powers, such as made laws and resolved finances.The elected members first appeared at the conference. Not only that, the numbers putforward, discussed and voted bills positively at the two conferences of the AdvisoryParliament, and on behalf of the public opinion, they owned the authorities ofparticipating in the politics’ discussion, and they took on heavy responsibilitiesrepresenting for the Congress, so the Advisory Parliament in the Late Qing Dynastyhad the nature of “Congress”. Its creation was a new measure for the last thousandyears, and it played an indelible role in the modernization of Chinese democraticconstitutional politics.
