Research On Yunnan Provincial Parliament 1912-1927

The existence of yunnan provincial parliament for above twelve years had a great impact on the development of yunnan s modern politics and the progress of yunnan society.From the perspective of election methods^it tends to be more democratic,and maintains fairness through voting.From the perspective of lawmakers,the members of the yunnan provincial parliament are active and enthusiastic about parliamentary activities and actively participate in politics on the whole.From the perspective of bills,the bills proposed by the fourth session of yunnan provincial parliament cover a wide range of areas,including military,political,economic,people s livelihood and social aspects,which promoted the development of modern yunnan society.Although the yunnan provincial parliament has some problems of its own,its positive significance is obvious.This paper is divided into six chapters.The first chapter describes the background of the establishment of yunnan provincial parliament from two aspects:the establishment of yunnan consultative bureau and the yunnan double ninth uprising.The second chapter introduces the preparation and establishment of yunnan provincial parliament in detail,including the establishment of yunnan provincial parliament election office,the establishment of election date,voting paper,etc.The third chapter mainly introduces the election situation of the yunnan provincial parliament and the relevant background of the former members.The fourth chapter mainly introduces a series of bills passed by the yunnan provincial parliament,including the provincial governor's proposal,members'proposal,people s petition and so on.The fifth chapter mainly introduces the specific operation of yunnan provincial parliament,including regular session and temporary session,and also describes the main political activities of yunnan provincial parliament.The sixth chapter is mainly about the evaluation and analysis of yunnan provincial parliament,including the characteristics,role and historical limitations of yunnan provincial parliament.By studying the yunnan provincial parliament during the Republic of China,we can not only understand the development track of modern democratic politics in China,but also understand the course of modern democratic politics in yunnan.It can be said that the yunnan provincial parliament is an important part of the development of modern democratic politics in yunnan.
