Public Sphere And China 's Consultation And Democratic Construction

Deliberative democracy is a kind of governance form,in which equal and free citizens participate in public decision by communicate with everyone. Deliberative democracy in China mainly refers to the political consultation, grassroots autonomous negotiation and consultation in the field of society. If all realms are divided to three parts including economic, political and social parts, Public domain is social realm. There are both contradictory and contact between public domain and deliberative democracy. Fit in three aspects, one is the need to understand the concept of citizen from the social level. Second is to attach importance to the role of citizen consciousness. To understand it well, we should look at it from three aspects:the state, society, public domain. Three is to emphasize the existence of the public domain. Three is to emphasize the existence of the public domain. Deliberative democracy and public domain all need public space to develop themselves. Contradiction between deliberative democracy and public domain are three points. One is the contradiction between diversity of public reason and unity of public reason. Second is the inequality in the public domain, its result is vulnerable groups can not participate in the negotiation. The last one is social complexity problem, namely how to connect public domain and the political system. Based on the analysis of the relationship between the two, we put forward suggestions for the development of deliberative democracy from the perspective of public domain. Measures revolves around three aspects.One is to improve the negotiation on the level of public domain, mainly refers to the deliberation of social organizations and consultation on BBS. Besides, we should perfect the consultation of system. mainly refers to the people’s congress system and the political consultation system. Third is to cultivate citizen consciousness including right consciousness, sense of participation and consultation.to promote the development of public consultation.
