Deliberative Democracy came into being in the1990s and was introduced toChina in the early20thcentury. Because it fits with some of China’s political reality andinstitutional arrangements, it has become a hot topic under discussion both in theacademic and the political circle. What are the functions of deliberative democracy inthe development of Chinese politics and democracy? Is there any possibility for thedevelopment of deliberative democracy in China? If there is, how to promote it? Thesequestions are the focus of this paper.The first chapter introduces the historical background of deliberative democracyand and its practical significance. The second chapter discusses deliberative democracyin China, Namely, the necessity and feasibility for the development of deliberativedemocracy in China. The third chapter discusses the future of chinese political anddemocratic development, providing a path of deliberative democracy and a directionfor the short-run system construction and the long-run culture construction.Both the inherent value of deliberative democracy and the special significance ofChina make it possible for the development of deliberative democracy in China.Besides, some elements of traditional Chinese culture and the current system providesas a foundation for its development in China. But at the same time, the current theimperfect constitutional democracy, the immaturity of civil society and the lack ofdemocratic tradition also make deliberative democracy faced with the problem of pathselection and insurmountable predicament in a short time. Based on reality, I believethat both elections and consultation should take the road of democratic development inChina, Political development, social development and democratic development shouldrun parallel, while constantly exploring approach of democracy, our political shouldallow the consultation of multiple subjects, and our society should tends to be moremodern, dynamic, pluralistic and open. In this process, cultivating political culture ofparticipation and increasing the stock of social capital are fundamental to promentingdemocratic development in china. |
