On The Challenge Of Multiple Subjects To The Authority Of Village Party Organization

After the reform and opening-up policy, the rural society hadthe autonomous growing room, and then the rural multiplesubjects experienced rapid growth and gradually become themain force in the rural society. The structure of villagegovernance was also gradually transformed from the partyunified management in the period of the people’s commune to thepattern of Multi-governance. Based on the needs of its owninterests and realizing their own value and proposition, themultiple subjects had to draw resources from the old system toobtain the conditions of their own existence and development.In such a situation, the multiple subjects has posed challenges tothe traditional organization structure, leading to the weakening ofthe authority of village-level party organization. Based on this,this paper studies how the multiple subjects in the rural area tochallenge the authority of village-level party organization, andanalyzes the reasons, and then seeks the coping strategies. Underthe new situation, this paper argues that the village-level partyorganization should have a certain authority, so as to play the roleas the core of leadership in the process of construction of ruralsociety.Three kinds of research methods were used in this papermainly: one is the historical analysis method; the second one isthe literature analysis method; the third one is the methods ofinduction and deduction. This paper carefully combed the entirehistorical development of the authority in the rural society, fromconstruction to digestion, from collapse to reconstruction. Thispaper summarized the basic factors that affected rural authoritybasing on the historical facts and experiences. At the same time, through the analysis of history and reality, this paper thinks thatthe rural authority should be the pattern of multiple governanceunder the leading of the party. Regarding this as the logic startingpoint, and then this paper selected five rural subjects, includingthe clan forces, the religious forces, the economic organizations,the civil society organizations and the village committees, andrespectively analyzed their growth process and summarized theirgrowth logic and basic characteristics. Then, based on theliterature sorting and analysis, this paper found out the mostprominent challenge to the authority of village-level partyorganizations. of course, these challenges were from the fiverural subjects. And then this paper discussed the challenge to theauthority of village-level party organizations from four angles:the challenge to the leadership of village-level party organization,the challenge to the team of village-level party organizations, thechallenge to the function of the village-level party organizationsand the rural system. Then, this paper argues that there are fourreasons which caused the challenge to the village-level partyorganization, namely, the democratic political construction islagging in the rural area, the team structure is loose of thevillage-level party organization, the function is blocked of thevillage-level party organization and the mobilization effect to therural society is weakenning committed by the village-level partyorganization. Based on those reasons, this paper proposed thecorresponding countermeasure.
